Vehicle Crossings

A vehicle crossing is the section of driveway from the front of the property boundary to the roadway.

All vehicle crossings must be approved by Council and inspected by our staff throughout construction. This includes vehicle crossings for new builds, adding a new crossing to an existing site, or rebuilding an existing vehicle crossing.

The difference between urban and rural:

The difference in applications is speed. When evaluating a rural vehicle crossing we must consider the speed zone and the viability of the road users. So, choose urban if the road is more than 60km/h. Rural if not.

Stock crossings

If you need to move livestock across roads regularly, here’s what you need to do:

Get a permit

  • You must get a Stock/Livestock Crossing Consent from us.
  • Your crossings must follow the rules in the consent and the Livestock Movements Bylaw 2014.
  • Permits last for five years, with regular audits by Council.

Your responsibilities as a permit holder

  • Keep the roads clean: You must prevent livestock from fouling the road. If necessary, have a Council-approved method to clean it up.
  • Ensure safety: Make sure your crossings are safe for your staff and the public. This helps avoid accidents and keeps everyone protected.

Overweight Permits

All vehicles that exceed the legal weight limits should have an overweight permit.

Traffic Management Plans

If you’re planning any work or an event that affects a road, street, or footpath, you’ll need a Traffic Management Plan (TMP). This includes activities like:

  • Digging trenches
  • Installing or removing utility poles, cabinets, or trees
  • Working on electrical or phone lines
  • Doing any work in the road area

How to Apply for a TMP

1. Get qualified help:

A TMP must be created by a qualified Site Traffic Management Supervisor (STMS) or a professional traffic management company. Contact a local TMP supplier.

2. What to include in your plan:

  • Car-parking arrangements
  • Safe entry and exit for the event
  • Access for emergency services at all times
  • Consideration of other events or road work nearby
  • Speed zones and larger vehicle access

3. Submit your plan:

  • Submit your TMP online through Submitica here.
  • Allow at least 10 business days for us to process it.
  • Council fees apply for processing, which you can find in the Fees and Charges Schedule.
  1. Implement Your Plan:
  • Once approved, your chosen traffic management company will put the plan into action on the day of your event or work.

Additional costs

The cost of creating and implementing the TMP depends on the company you hire.
